Summary:

Getting the error A record with this combination of values already exists while updating new inspection plan status to approved through Visual builder studio excel template

First, created inspection plan with the status as "NEW" then created characteristics and criteria after that trying to update the status to "APPROVED" then the above mentioned error getting

Able to update inspection plans status to obsolete but unable to edit new plans status

FYI - Same issue with Classic UI and Redwood also
