FBDI PO Error for Invalid Deliver to location

Summary:
We are importing Non Item/non BPA PO, but it throws an error. The Error is:
The deliver-to location isn't valid. Verify that the location is included in the location set for the requisitioning BU. The associated inventory organization, if there is any, must be the schedule's ship-to organization.
Manually when I create a PO, I am not able to replicate it. The Deliver to always has 1 value , the ship_to.
Any idea what is missing ?
