Blocking or reserving seats in advance with unnamed users or with an external customer user

Hi everyone,

Our customer is moving to Oracle Learning Cloud from E-Business Suite (EBS). In EBS, they had seat blocking, or were able to reserve 10 places for last minute attendees or for numerous external customers that are not named users in the system. Recently, after clarifying with our Oracle Licensing Team, they said that these customers have to be entered in (500+) and will use up licensing. This is obviously a step back as they have not had to pay for this previously, and they would be faced with a massive cost. From a customer perspective, this is not feasible and
