Can I Choose When a Rule Runs With "Send Email On Update"?

I noticed that when creating a rule with "Send Email On Update", there are options checked under "Run When". The checked options are, Attribute Change, Submission, Approval, Rejection.

Am I able to create a rule that only runs when "Rejection"? I am unable to deselect or uncheck any of the run when options.

The main goal is I'm trying to create a specific rule that runs only when someone rejects the reconciliation. I have tried alternate ways such as adding a filter like Rejections count > 0. However, if I do that and the rejected req is resubmitted the rule also runs b/c there was an update made to the status as the preparer sent it back to the reviewer and it has a prior rejection so rejections count was greater than 0.
