change budget control type doesn't affect new budgets

Summary:

I have created a control budget as Absolute , then created a project based on this assumption.

then I change the control to be Advisory in the setup , but when I create new budget for the same project I find the default options still same as the previous version , not as per the updated setup.

Is this the normal behavior ?
