Network Perimeter priority level in OCI console

Hi all
Could someone let me know if we have a guideline about which priority level we need to set the Sing-on Rule for Network Perimeter rule?
Note:
- we do not have MFA enabled, so
- we have to create a new Policy.
- However we have SSO enabled.
for the above use case, which priority should I set for the Ips List sing on rule?
