Duplicate workflow notifications for TimecardApprovalELA

Summary:

Requirement is to send only one notification when a Timecard gets withdrawn, but for a customer, users are getting multiple notifications(Max 3) for each withdrawn timecard.

• Configuration > Task Aggression > Once per task

• Disabled Ignore participant within TimecardApprovalFYI
• TimecardApprovalELA > Notifications> Checked Don't send multiple notifications for the same human task event

Is this a product issue or is there any configuration required to control the duplicate notifications?
