Is it possible to create consignment model between 2 inventory Orgs?

We would like to understand the feasibility and recommended approach for implementing a consigned inventory model within Oracle Fusion Cloud SCM under the following business scenario:

Business Requirement

We have two inventory organizations that belong to different legal entities. The business requirement is to:

• Physically store inventory in the destination inventory organization
• Retain ownership of the inventory with the source legal entity
• Enable consumption/sale of inventory from the destination organization
• Trigger appropriate accounting only at the point of ownership transfer or consumption
