How to enable validity rules on Learning Initiatives?

Hello

We are going to create our first learning initiative for our company. From my research, in order to assign the initiative to each employee every three years, I have to configure the validity rules on the Advance Rule tab. However, I do not see any validity rules… is there something I need to do to enable these rules?
