The source organization for the given destination type can't be determined

On the requisition screen, when destination type is "Inventory" we keep hitting the error: "The source organization for the given destination type can't be determined". However, when the destination type is "Expense", the source organization appears.

How to fix the problem when destination type is "Inventory"? We need the sources to appear even when the destination type is "Inventory".
