Error uploading item transactions default through FSM

Summary:

I there. I'm trying to upload 40000 item transaction default records and I get the error:

Status: Completed with errors. Status details: Insufficient data received from the service. Verify that the service is working correctly. The service URL is https://fa-internal.oracleoutsourcing.com:10663/fscmService/DefaultLocatorForItemService.

Anyone knows the reason and how to fix it?

Is there any volumen limitation to upload records? As far as I know there was a limit of 10MB in the file, but the file I uploaded was less than 2MB before zipping it.
