To cancel PartiallyShippedTO, Reduced requestedQty, but the difference isn't showing in onhand

How can we cancel a partially shipped TO? We tried reducing the requested qty to shipped qty. If the actual requested qty is 130 and shipped qty is 125, and we reduce requested qty to 125, then the TO will be closed. But this 5 quantity difference is missing from on hand (available to transact)

In our case, the remaining quantity of a partially shipped TO accidentally got picked against the available on hand. Now we need this on hand for another TO. How to remove this reservation so that the on hand will be available to transact?
