Talent Ratings - Unable to capture actual user in Created By field for HDL loaded records

Summary:

I have loaded performance history talent ratings for the past three years (2023, 2024, and 2025). For all the records, the Created By field shows "FUSION_APPS_HCM_ESS_LOADER_APPID". However, this is not what we want. The business expects the actual user name to appear in the Created By field.

For example, if an HR Specialist or HR Admin uploads the HDL file, their name or person number should appear in the Created By field. If the HDL is uploaded using an implementor login, then "HCM.IMPLEMENTOR" should be shown.

Even though I provided different source system owner names in the HDL, the front end still shows
