Issue with Enroll Button

We are having a problem with the "Enroll" button on courses not working (the one that shows up on the course details page - 

Not sure if its a tech issue or user error.  If we use the "Actions" button and then "Enroll on course" that works. 

Has anyone else come across this? Any help will be really appreciated.
