Skill End Dating vs. Learning Outcomes

Hello All,

If a skill is end-dated in the Skills Catalog but remains tagged as a learning outcome on a learning item, does completing the learning item still write the end-dated skill to the team member's profile?

If so, this suggests that learning outcome tags need to be removed or remapped before or at the same time as catalog end-dating. Otherwise, the system continues to reintroduce retired skills, undermining the intent of the retirement decision.

Looking to confirm expected behavior and recommended governance sequencing.
