Pre-defined comparison filters periodically not showing

Summary:

I have created a pre-defined compare for users to more easily obtain monthly changes, but we find that periodically the comparison will be removed from this dropdown in the screenshot below. Is this a potential bug? I have also confirmed all users that need to access have at least read access to the viewpoints being compared and have seen the filter successfully appear for them while testing this feature. I am an admin and it will also happen to me as well. Sometimes the filter will be there, other times it will not.
