Opportunity Marketplace LOVs blank

We are trying to test Opportunity Marketplace for Gigs ONLY. We've added required privileges and enabled applicable profile options. The values in fields for jobs, locations, organization when creating a gig are blank. We do not have dynamic skills enabled, and we do not own ORC. We were informed by Oracle we could use this product without those 2 applications, but it would be limited. Has anyone else experienced this?
