TRCS multiple consolidations doubling data

We had inquired through an SR originally about an issue when users run multiple consolidations.

When Users Consolidate the application at the exact same instant, the consolidation appears to occur multiple times. The result is that amounts double or triple what they are supposed to be. This only occurs when two are more rules are run at the exact moment. When someone runs the consolidate rule while another consolidation is running (for example: a couple of seconds after the first one is run), the user receives an error (which is the expected result). The Consolidate rule should only be allowed to run once.
