AI Agent is not able to answer questions based on Policy documents uploaded

Hi All,

We have copied the seeded worker concierge AI Agent. We have uploaded a sample policy document in the standard tool and ran all ESS jobs. When logging in as employee and testing, the AI Agent is not able to answer the questions based on policy document uploaded. Please refer to screenshot below.

As an Employee

When testing from admin login from agent studio itself, it is hitting the tool and answering questions. However, even this is random, sometimes it works and give responses, sometimes it answer same as what it is answering to employees
