POST clone into a non-Prod environment, AAC controls are failing yet AFC controls are fine

IN ORACLE FUSION RISK MANAGEMENT MODULE, AFC transaction controls are running and completing successfully, yet ALL the AAC access controls are failing with an error "Error occurred during analysis"

same Controls used in Production env so all tried and tested.

Global User Synchronization (alongside other Syncs) completed fine.

all users and roles present and active from within Security Console
