How to UNHIDE Report Issue in Learning after PROFILE reverted back to N

Summary:

Customers wishes to HIDE the REPORT ISSUE item in Learning - have followed the steps and it removes as expected - HOWEVER when trying to revert back to UNHIDE it doesnt happen. Have tried in customer environment as well as Oracle demo environment and experience same outcome

Using the following PROFILE - ORA_WLF_DISABLE_INCIDENT_REPORTING set to Y

Report Issue doesnt appear as expected

Change ORA_WLF_DISABLE_INCIDENT_REPORTING back to N but REPORT ISSUE is still hidden

Has anyone encountered this and has a path to revert back with success as the hiding of the REPORT ISSUE will be a temporary ask from customer whilst users are settling into the first 3 months after go live, as they are using the REPORT ISSUE for the wrong purpose
