How to turnoff the Activate function in the manage negotiation template task

There is a requirement to restrict the view only access to the negotiation templates.

 

we did role customization and removed "create negotiation template privilege and didnt remove the Manage negotiation template privilege" to keep view only access to the negotiations and templates.

 

Along with the view only access to the templates additionally "Activation" functionality is available to users to activate and deactivate the negotiation templates.

 

this should be removed. Pls check and confirm is there any other option to restrict the access
