UK Payroll ISO 20022 for international payments - docs say v9, template is v12

In 25C, we got the ability to raise international payments from payroll in the ISO 20022 format. The documentation describes this as being v2019.

But when we generate a file using this, we get output which is v12. Looking at the BI template that Oracle have provided, it clearly shows as a v12 template.
