Permissions to manage Related Materials on a course

Summary:

My Oracle Learning administrators are not able to manage related materials on courses. This is something we could control in the past, but not there isn't an option to update these materials. We are not currently using any custom catalog administration profiles, but we do use custom Learning Specialist roles. I can see the option to add related materials, but not to update existing related materials.

I assume this is permissions based, but can anyone confirm?
