Supplier Organization Details Internal Profile Change Request Organization detail Attribute 16

I have created an attribute at Suppliers organization details (Attribute 16), I created a Rule that if Change Request Organization Detail Attribute 16 is NOT BLANK then Automatically approve the supplier profile change request.

The Problem which I am running into is next time when I change some other details related to supplier in Organization Detail section other than (Attribute 16) the Profile is automatically approved. Because the Attribute 16 is not BLANK. there is no operator drop down to check "is changed"

how do I make sure the Supplier profile is not auto approved when users change the Organization Detail section other than Attribute 16?
