Why Does RUI Require an Organization to Search Shipment Lines by Item No. in Outbound Shipment?

Summary:

In the Outbound Shipment page, we were previously able to search Shipment Lines by Item number in the Classic UI.

However, in the Redwood UI, it appears that we cannot search by Item number unless one of the inventory organizations is selected.

The behavior we observed is as follows:

In Classic UI, searching Shipment Lines by Item number was possible without first selecting an inventory organization.
In Redwood UI, searching by Item number seems to require selecting an inventory organization first.

I would appreciate any clarification on whether this is expected behavior in Redwood UI.
