VBS Validation on Job requisition

One of our customer requested below change in redwood page. Could you please help weather it is feasible to implement?

Currently, there is nothing stopping a recruiter from moving candidates into the Offer phase of a requisition if the number of candidates in or past Offer phase exceed the number of openings on a requisition. 

Once that offer is ready to be extended, the system will not allow the offer to be extended and there is little to no information available to the TA team as to what's causing the behavior. 

We would like to create either a pop up, notification or something that triggers when a recruiter moves a candidate to 'Offer - To Be Created' or 'Offer - Draft' when there is already a candidate past that phase on a requisition.
