Eloqua Email Group Pre-Population Behaviour for “No Status” Contacts

I’d like to confirm whether the following Eloqua behaviour is expected by design.

We have a custom preference centre using single checkbox fields with Use Email Group pre-population enabled. Contacts with an Email Group status of No Status are rendered with the checkbox pre-selected (data-subscription="true"), effectively appearing as subscribed to that group.

Can you confirm whether Eloqua intentionally treats No Status as an opted-in state for pre-population logic?
