Unable to select job level in Approval

Summary:

We are trying to resignation configure approvals based on job level-

However it is difficult to evaluate how we can configure this as there is no "Enter a string" option if job level is selected.

Also we would like to understand the difference of level (which is free text)vs Management level (which is dropdown) on job details page and which level attribute can be configured in the approval?
