Restrict DOR submission to once in a year

Summary:

Our customer would like to restrict employees from submitting a specific document type more than once per year, ideally allowing submission only at the beginning of the year. Any subsequent attempt by an employee to resubmit the document should trigger a warning message.

Please let us know if anyone has handled a similar requirement or implemented a comparable solution.
