Autonomous Database connection error ORA-12506

in Autonomous Database

I'm currently working on a project, with Oracle ADB 19c as my database. My application's connection worked just fine until recently whereby I'm getting this error.

I've rotated my wallet, changed the ACL a number of times, rebooted the database instance, but nothing changes. I've tried to follow up on similar issues raised, but the issue still persists. I'll appreciate any assistance on this matter.
