Oracle Access governance billing

in Identity and Access Management

I've set up Oracle Access Governance in OCI and integrated two orchestrated systems (for example, SAP and Oracle Fusion). I have a test user that exists in both SAP and Oracle Fusion using the same email address — essentially the same person across both systems. For billing purposes in Access Governance, will this be counted as a single user, or will it be billed as two separate users (one per system)?
