How does a user enter a bank account in a country different from their country of residence?

Summary:

One of our employees living in Spain is unable to enter a Portuguese bank account. Of course, the user's Payment Methods default to Spain and therefore whatever rules apply for Spanish bank accounts. Which, as it turns out, are different for Portugal. Is there a way for him to enter a Portuguese Payment Method even though he is in Spain? Has anyone else encountered a similar issue in which a user living in one country needs to enter a bank account for another country? If so, what was your workaround?
