manager or employee unable to submit time card error

Summary: Every pay period we have a handful of employees who cannot submit their time card. An error displays 'you do not have permission to create time cards for this person.' - but that is inaccruate. We attempt to withdraw corrupted absences on our side, but that does not resolve issue and we have to engage Oracle for SR support. It is time consuming and seems to be happening more often after 26A.


Content (please ensure you mask any confidential information):

Employee submits an absence, then withdraws the absence. The employee goes to their time card to update/submit and then they receive the error. The employee then reaches out to manager/admin and they receive the same error.
