Why i cant see edit stage option or add participant in FinAPIncompleteInvoiceHold task

in Payables, Payments & Cash Management

Summary:

Hello Team,

There's a requirement to implement load balancing functionality in one of our client for IDR invoices.

So i went to modify the task FINAPIncompleteInvoiceHold task to enable robin round distribution and could not able to see any edit stage details in my UI.

is that any access issue? i want to delete the below participant node and need to add Group.

Can anyone let me know if you have any insights on this please?
