Best way to move a course from a two year refresher cycle to an annual cycle

Summary:

We have a corporate training course assigned to every employee that is currently on a two year refresher cycle and we assign to employees through an analysis criteria. Refreshers are assigned 60 days before the current expiry date.

Our business now wants to move everyone into an annual cycle but have set us some restrictions as they do not want the compliance figures to drop and they don't want to make everyone retake the training on mass.

We considered amending the refresher period on the current course but a large volume of people 1300 would then need to retake the training within a month as we give people 30 days to complete self paced learning on a new assignment.
