Actual Start Date to be progress entry date

We have found one issue in PEM that by default the actual start date is taken as planned start date if the task is already started but it should have been the other way around. It should take the date when the progress is entered and then allow task manager to update it

Has anyone found this issue? Any workaround for the issue
