Can we override the task-level billable setting when system generates burden expenditure items?

We have T&M billing scenario for which we have checked the "Billable" flag for project tasks. We also have burdening configurations that create separate expenditure items for burden costs, but we want those burden costs to be Non-Billable. What are our options to achieve this?
