What is participant in Redwood Transaction Console?

We recently changed our rules from parallel to serial. Once we did that, we know see "Participant" rather than SoaLabel… We cannot see any approval rules when we click "Configure Approval Rules" even though we have workflow rules working.

Could this be a "stage?" Would appreciate any insight as to what is happening here.
