Migrating project contracts from EBS to Cloud PPM Contracts

Summary:

We are migrating contracts from EBS to Oracle Cloud using Import Management CSV files. During this process, we noticed that the generic user created to perform the migration must be set up as either an employee or a contingent worker.

Is this an actual system requirement?

This is creating an HCM headcount impact on our side, since we need to create a dummy employee or contingent worker solely for this migration activity. We would like to understand whether there is a workaround or an alternative approach that avoids affecting HCM headcount.
