(1) Before anything else: who is in the room, and when?

The three most common causes of delayed or derailed IAM upgrades are not technical. Oracle gives advance notice and the actions are well-documented. Upgrades fail when the runway is compressed, the right people are not aligned, or the named admin cannot actually do the work. Address all three early.

Readiness Risk #1Don't leave it to the last minuteThe pre-upgrade window looks generous on paper but compresses fast. IDP team change windows, integration testing dependencies, and role-access tickets all sit on calendars you do not control. Issues that would be a 30-minute conversation early on become blockers when discovered late. Start the conversations and the access checks in the first weeks of the notification window, not the last.
