Cannot commit OTBI report on Purchase Orders (Redwood) page

I am trying to add a OTBI report (available out of the box in Analytics work area) on the Purchase Orders (New) page using below steps, and as guided by this Oracle documentation. However, towards the last step, after I exit the edit mode the page resets to its original view, removing the report that I had just added.

Step 1: Add report to Purchase Orders (Redwood) page, and click on 'Exit Edit Mode'.

Step 2: I can confirm the report shows up after exiting edit mode.
