Unable to cancel work relationship for a pending worker

We have the scenario that a pending worker was converted to employee manually ahead of projected start date. Now that worker need to be deleted from the Oracle as he is non-starter. But while cancelling the work relationship for that employee, we are getting below error

Couldn't submit the change

The pay_element_entry_api.delete_element_entry_internal procedure couldn't be completed. Contact your help desk. (PAY-1635003) An application error has occurred.
