Activity Concerning Document of Record Attachments Not Showing Up on Audit Reports

Summary:

I've noticed that when there's a change to a Document of Record attachment, the activity does not show up on the audit report. For example, we had a file called "x.pdf" that was stored in the Employment Document Type and Misc Category. We "Removed" that document and then uploaded "y.pdf". The "x.pdf" file did not show up as deleted in our audit reports or in the FND_ATTACHED_DOCUMENTS_ table. Actually, we don't have any data in the FND_ATTACHED_DOCUMENTS_ table. How do I enable this?
