Learning Catalog Not Visible and Event Appearing Under Self-Paced Learning

Summary:

We observed an issue in our system based on the Oracle 26A Upgrade Document. In the Introducing Learning Events section, it was mentioned that under Learning Catalog the available creation options are shown as:

However, in our system in the DEV2 instance the Learning Catalog tab is not available.

Additionally, when navigating to Self-Paced Learning and selecting Create, the Event option is displayed. Based on the Oracle document, Event should appear separately under Learning Catalog, not under Self-Paced Learning.
