Manage Receiving Transactions-Auto submission of locked records by next scheduler run

Issues: When are processing the TO receipt confirmation from 3PL to Oracle cloud, it is getting an below record lock issue and receipt transactions are stuck in interface until we go and resubmit it manually, the question here is why can't consider those locked records (flip the flag for reprocess or some PO option in ESS job) for reprocessing by the 'Manage Receiving Transactions'.

Right now we have only one PO option is 'Group id'

Error details:

The error we are facing is " Could not lock rcv_shipment_headers, shipment_header_id: 3720663sqlcode: -54

The receiving transaction cannot be processed because an error occurred in package name RCV_PROCESSOR_PVT.lock_transaction_entities with error code -54 and error text ORA-00054: resource busy and acquire with NOWAIT specified or timeout exp"
