Enable Conditional Progression in Specializations based on Completion Status (Passed / Not Passed)

Summary: We want to be able to create specialization and activities that uses the completion status (Passed, Not Passed) of another learning item (SCORM/AICC Content).

We use a learning criteria in an initiative to derive learners who passed vs failed a course to create the next learning assignment. But there is always a delay in assignment creation because it depends on how frequently Process Learning records is scheduled. Also we have multiple different courses that are in reality dependent on each other. Having the ability in a Specialization or activities will create the next assignment instantly and they will all be at the same spot , easier to manage.
