Is the shipment number generation incremented for each shipping organization?

Summary:

I am verifying how shipment numbers are generated in Oracle Cloud.

In the attached image, shipments #1 through #4 were created with the shipping organization set to RW001.

When I changed the shipping organization to N001 in #5, I expected shipment number 218203 to be generated. However, shipment number 219200 was generated instead.

Is this the expected behavior?

Also, when shipment numbers up to 219199 have been used for shipping organization RW001, what shipment number will be generated next?
