Skills Center – Skill Catalog and Assignment Clarification

Hi everyone,
I would like to better understand how Oracle manages and maintains the skills catalog in the Skill Center.
Are the skills shown in the screen automatically suggested by Oracle? How are they generated exactly?

I would also like to know if it is possible to update or modify the skills catalog displayed there and, if so, what the concrete steps are. At the moment, when I click on the two icons highlighted in the screenshot, I am not able to perform any action.

Could this be a configuration or permissions issue?
What is the correct way to start working operationally in this section of the Skill Center?
