How to restrict employee access for document of records

Hello,
We have created a DOR where only HR Managers, Recruiters, and Admins should be able to view and edit the information, and we have already restricted access accordingly within the DOR.
However, we do not want employees to be able to view this information, as it contains confidential notes/comments maintained by HR. Could you please let us know how we can restrict employee access specifically so that employees are not able to view this particular DOR?
